EDEN NOT EXPECTED TO

PRESS FORMULA

London, Dec. 17.

A fighting speech is expected, from Sir Samuel Hoare, Secretary for Foreign Affairs, and joint author of the Paris peace proposals, when he opens Thursday's debate in the House of Commons and faces, the Opposition's strong vote of censure... Mr. Stanley Baldwin, the Prime Minister, will demand a vote of confidence, But this is not to be taken as a vote in favour of the Pence Plan itself.

With regard to proceedings at Geneva to-morrow, Mr. Anthony Eden, the British Minister for League of Nations Affairs, may elect to adhere to the line that the peace proposals are not intended to be imposed on either of the parties to the dispute, but are put forward merely as a basis for discussion. No attempt will be made to push them further than is accept- able to the League, he may say.

On the other hand it is anticipated that Mr. Eden will repeat Britain's, well-known willingness to take measures to insure success in any collective action decided upon by the League-Renter..
