that the said Right Reverend Jehu Shaw Burdon is invested with all authority Episcopal and Ordinary within the limits hereinbefore by us specified to the within the same limits all and that he shall exercise spiritual functions appertaining to his Office under the style and designation of Bishop of Victoria in Hong Kong

I have the honor to ask your Lordship's assistance in the following matter.
The Rev. John Shaw Burdon was, on the 10th March last, consecrated under the authority of the Queen's Licence, with a view to his exercising Episcopal functions in Her Majesty's Possession of Victoria and elsewhere.
Upon Dr Burdon's Consecration he was furnished by me with the enclosed Commission, of which the following is a copy.
This Commission, it will be observed, invests the Bishop with Episcopal authority within the Isle of Hong Kong and within certain defined limits in the Empires of China and Japan, under the style and designation Bishop of Victoria; that being the title conferred on his Predecessors by the Queen's Letters Patent, and which title it was for various reasons considered desirable to maintain.
I now learn from Bishop Burdon that difficulty is felt on the part of the Government at Hong Kong in officially recognising this title in the absence of instructions from your Lordship.
