Peiping, Nov. 27.

Chinese officials confirm that Japanese troops are moving steadily southwards and they assert that the situation in North China has become most critical, owing to this increased activity of the Japanese military.

General Chin Teh-chun, mayor of Peiping, and General Haino Cheng-ying, Charhar Governor, now in this city, have denied that General Sung Cheh-yuan has accepted the post of Pacification Commissioner of the Hopei country. They declare they are awaiting assurances that Nanking has an understand- ing with Tokyo and that General Ho Ying-ching is actually coming to assume full responsibility at Peiping.-United Press. Peiping, Nov, 27. Early this afternoon it was learned from reliable Chinese sources that 90 Japanese soldiers, who left Peiping at 5 a.m., had taken over control of Fengtai etation. This is a large junction twelve miles south of Peiping.

London, Nov. 26. Diplomats here believe that Great Britain is preparing to assist the League of Nations to "call Signor Mussolini's bluff," and to declare an embargo on oil shipments to Italy.

Some well-informed quarters believe that the Italian hints that a fuel oil embargo would be considered a military measure, and would be resisted with military force, is a bluff, and is intended to frighten Great Britain and Chepire France to greater caution.

A British Government statement of policy, evidently in spired by the Washington reports that the United States re- sented being "loft out on the limb" when the League postponed action on the proposed oil embargo, was given out to-day. Replying to questions à Government spokesman said: "
