I have laid before the Postmaster General your letter of the 5th instant, enclosing Copy of a despatch from the Governor of Hong Kong in which he suggests that, as a necessary consequence a Postal Convention having been Concluded between Japan and the United States, and the United States office in Yokohama having been transferred to the Japanese Government, a Postal Convention should be entered into between the Japanese and the British Government.
