The Commonwealth will be in autonomous government under the American flag, but hokling a Congressional guarantee for in- dependence on the fourth of July after a ten year period of transi- tion. The original intention to authorise a plebiscite after ten years of autonomy was stricken from the Philippines Act in favour of an assured grant of freedom.

One of the moot questions for the future will be whether America will adopt a policy per- mitting further entrenchment and expansion of United States export trade in the islands. Such a polley would be logical.in the event of a future restoration of Republican power, but would always be politically hazardous in the face of certain opposition from American farm elements, who are more concerned with the exclusion of Philippines products from the United States than with the possible advantages of industrialists and trans-ocean traders.
Apart from economic ques- tions, there remain unsolved the matters of naval policy toward the Philippines, and the nature of international engagements. that may be entered affecting the islands.
