1. That the land reclaimed between The Naval Department property and the Praya is to belong to the War Department.
2. That an opening be left into Babin (for Commissariat Purposes) to be constructed by the Colonial Authorities.
3. That the maintenance of the Sea Wall should not form a charge against War Department funds.
From a report received this Office, it appears that there are certain small plots of land - marked No. 20, 21 & 22 on the accompanying tracing, intervening between the Commissariat Stores on the one side and the Military Hospital and other Naval Department Buildings on the other, and occupied for the most part by a very low class of Chinese whom it is desirable not to have as neighbours - these plots it is considered should be acquired by the War Department in conjunction with the Colonial Authorities, as such an arrangement would enable the Colony to improve their main thoroughfare through the Settlement (as shown on the tracing) and would at the same time secure a good site for the future extension of the Barracks should...
