of the 24th April, explaining,

the Circumstances under which the administration

of the Government of Hong Kong devolved in the absence of the Governor on the Colonial Secretary and on the Officer General Commanding the troops.

Mr. Hardy fears

that in the

event of similar cases occurring in Colonies where the Colonial Secretary takes the place of the Governor in the latter's absence, the General Officer Commanding, who is the Senior Member of the Executive Council and ranks next after the Governor

will naturally

be placed, in the absence of the Governor, in a

subordinate position to a junior Colonial Secretary of State,

Colonial Office.
