only be judged of from its conditions as to wages length of service guarantees for Indemnity &c to which were not stated in his
petition. That it appeared to me that nothing to be done until these conditions were known, & that, without wishing to appear to discourage enterprise,
which if well conducted, might prove beneficial to all concerned, I considered
it necessary
to learn the views of
the Governor as well
as those of the
Government of Japan before I could take any
active part in the promotion of the proposed scheme.

I need not add that if Immigration from Japan to any
British Colony be approved by H. M. Govt, it would
then be necessary that I should be furnished with the Contracts & Regulations by which it would be governed.
