My Lord,

Two British subjects, Mr Todgkins & Mr Stousman, called on me a few days ago & presented me the inclosed petition in which they request permission to establish an Emigration Office in Yedo & Yokohama for the purpose of obtaining Japanese labourers for the Australian Colonies under a Contract system.

As yet I know nothing of these gentlemen or of their capacity to give guarantees for the fulfilment of any obligations they may desire to contract.

No Japanese labourers have to my knowledge been yet sent under contract to
