The treaties between France and Annam above referred to; the tripartite treaty between France and Spain on the one part and Annam on the other part, of which a copy is inclosed, would tend to show that the two former Countries acknowledge the independence of the King of Annam, and that the latter acknowledge his competence to negotiate treaties with Foreign Powers, including the cession of portions of his territory.
In the absence, however, of satisfactory information on this subject, Lord Derby must await M. Wadi's reply before he can offer any opinion on the question submitted by the Governor of Singapore, but His Lordship would suggest
