M. le ministre,

I have not failed to take serious consideration the explanations respecting the recent treaties between France and Annam which are contained in the note which you did me the honor to address to me on the 8th of last month.

I am instructed to make known to the French Government that H. M. Govt accept and take note of those explanations.

I have however at the same time been commanded to express the regret felt by H. M. Govt that these treaties have been sanctioned without regard to the repeated remonstrances urged by H. M. Govt against the objectionable clauses.
