If these treaties in so far as they affect British interests, and immediately report to H.Mr. any instance in which those interests have been injuriously affected. I would send a copy of the draft dispatch to F.O. for comment, and I would suggest that if they concur, a copy of it should be communicated by Lord Lyons to the French Government.

With reference to your letter of the 12th ultimo, I am directed by the Earl of Derby to transmit to you, for the information of the Earl of Carnarvon, a copy of the note which, in pursuance of His Lordship's instructions, Lord Lyons addressed to the French Government on the subject of the French treaties with Annam.
