I think that the simplest plan will be to draft a short despatch to the Governors of the Straits and Hongkong, stating that the British Government have felt bound to object to the Treaties recently concluded between France & Annam, and have made representations to that effect repeatedly, addressed to the French Government, but unfortunately without effect.
That H.M.'s Govt. can do no more without intervention in the matter at issue, but that the Govt. of either Colony should attentively watch the situation.
