and that it appear to His
Lordship that there is considerable
difficulty in drawing up a Project
of a Treaty in terms that would
not be liable to misconstruction.
I am, therefore, to request
that you will move the Earl
of Carnarvon to inform Lord
Derby whether he is of opinion
that the interests of British Trade
demand that any Treaties should
be entered into with the Islands
in question.
