the law authorizing the ratification having now been promulgated, it appears very doubtful whether any further satisfactory assurances could be obtained from the French Government than those contained in M. Buffet's note inclosed in Lord Lyons' No.258 of the 9th instant; and in balancing the reasons for or against accepting those assurances it is to be considered.
