I have laid before the Earl of Derby your letter of the 12th instant, respecting the French Commercial treaty with Annam, the law authorizing the ratification of which had already been passed, as appears from Lyons' despatch N. 585 of the 10th instant, received on the day on which your letter was written, and of which I was informed.
