WHY is no Palace being built for Pu Yi, the Emperor of Manchukuo, in his "new capital" at Hsinking?
Why are portions of the ancient Palace of his ancestors in Peiping being dusted out and bright- ened with new paint?
There are official answers to both these questions. In Hsin-: king one is told that the expenses of building a capital have boen greater than anticipated. The $5,000,000 necessary to realize the architect's ornate plan for a new palace simply has not yet become available.
