President Roosevelt's statement that his basic programme of reform and recovery has reached "sub- stantial completion" and that the breathing spell want- ed by business is now here, is considered most signi- ficant in Wall Street circles where the opinion is freely, expressed that the President's statement will be a great relief to business.

Some, however, believe that business needs more than a breathing spell. They feel that the budget. should be balanced and that taxation should be reduced. Living cost, too, must be kept down before genuine re- covery is possible.

On the other hand, few officials in Washington be- lieve that President Roosevelt is prepared to surrender. the extraordinary emergency powers vested in him by Congress, at least in the near future.
