Sin I have laid before the Earl of Derby your letter of the 24th instant stating the views of the Earl of Carnarvon regarding the proceedings of the Sous-conseil in the matter of the Commercial Treaty between France and Japan, which provides for the ratifications to be exchanged.
And I have to transmit to you a copy of a despatch from the Duc Decazes on the subject.
