With ref. to Yh's Despatch No. 361 of the 10th inst., & to my Desps No. 448 of the 6th & 12th inst., I have the honour to report that although the Due Decazes has not distinctly told me that he is being pressed by the Dept. of Marine & Colonies to bring in a Bill to sanction the Coml Treaty with Annam, I have reason to believe that such is the case.
Indeed the fact of the Duke's recurring so often to the subject of the Treaty in speaking to me, would of itself lead to this conclusion. The Duke has not made any explicit Engagement not to
