DEFICIENCY BILL CAUSE OF TANGLE

(Bu Telegraph. Copyright, Telegraphic Messages Ordinance, 1984. – Received, Aug, 26, 8.15 8an,)
Washington, Aug. 25.
The House of Representatives leaders have re- fused to accept the Senate's amendments to the De- ficiency Bill, declining either to bring them to a vote or . to appoint conferees to meet the Senate conferees thereon. A warning was issued to the Senate that un- less the amendments were eliminated, the Bill would die. The Bill includes $75,000,000 for the administration of the Social Security Law, and small amounts for the administration of the Guffey Coal Bill, the Neutrality Bill, and other measures.
Following the refusal of the House to accept the amendments, the Senate reconvened and asked the House to return a resolution calling for an adjourn- ment at midnight. The Senate postponed the adjourn ment of Congress until noon on Monday, after rescind- ing its prior approval of the adjournment resolution. Only a few minutes remained before Congress would be automatically adjourned when the Senate acted..

HOUSES DEADLOCKED
With both Houses tangled in an unprecedented wrangle over the Bulelency Bill, the House, at the Senate's request, voted for a re- turn of the adjournment resalu- tion to the Senate. The Senate then acted immediately; rescinding the adjournment resolution with- out any record of the vote.
Senator Robinson, Democratic leader, thereupon moved the recess, which was carried without objection.
A longthy conference between Vice-President John Garner. Sonator Robinson, Senator Byrnes (author of the Cotton Loan amend- ment), the Speaker of the House (Mr. Gyras)," and Mr. Buchanan, (Chairman of the House Appro- priations Committee) had pre- viously failed to solve the dead- lock.
