Of the Caroline Islands, I would further recommend that this group and especially the Islands of Hogolós, Ponape, Jap, Wilson Island and the Pelews be surveyed by one of H.M's Vessels and that treaties should be entered into with the Islanders acknowledging their Independence and obtaining the concessions of such conditions as may appear beneficial for trading interest. The same steps should also be taken as regards the Island of New Britain.
