Coolies at Macao is contemplated,
nor do
I think it likely to be
re-established, so long
as the
Lisbon Govt is firm in its
determination to forbid it, and
will allow of no
evasion of its orders.
Great pressure will doubtless be brought to bear on
Señor Lobo d'Avila, the present Governor,
and also at home, to obtain some modification of the
Decree of the 27th of December 1873,
but it is to be hoped, without success,
for it would lead only to complications between
the Portuguese and Chinese Govts, the latter of
whom is determined to put the Traffic down.
