I am directed by Her Majesty's Secretary of State for Foreign Affairs to transmit to you a copy of a despatch from the Earl of Carnarvon, to be laid before [the House?], upon the subject of opium traffic at Macao, together with extracts from a Report upon this question, which has also been forwarded to this office by that gentleman.
