"With reference to your letter of the 2nd ultimo,
I am directed by Her Majesty's Principal Secretary of State for Foreign Affairs to transmit to you, to be laid before the Earl of Carnarvon, a copy of a report from the Law Officers of the Crown, relative to the protest made by the United States Consul at Hongkong against a decision in a suit for wages between an American seaman and the master of an American Vessel.
