# The substance of the opinion of the L.O. should be communicated to the Governor of Hongkong. They should follow the practice of Admiralty Court in Suits against Foreign Ships by seamen, which is not to interfere if the Consul protests against the exercise of jurisdiction. This opinion will be most useful in Hongkong.

It is held that the Court, having jurisdiction, must exercise it.
