The Coolies if they agree
to non-renderer engagement
under Contract &
rely
entirely upon voluntary
emigration..
In repeating what I have before urged, viz.
Mr Wade
to
Earl Granville
that the Colonies should rely
No 229 of Oct 23. 1873
altogether on
voluntary
emigration, I believe
myself to be but supporting
the policy Lord Kimberley
recommends.. I have
before stated
my conviction
that the Chinese Govt,
indifferent, be it, to
more than the clamour
229
a suspicion that the
emigrants under Contract
are expatriated, if not
enslaved, creates,-
will
on this account be always hostile to emigration conducted on such terms,
& will be encouraged by
the adverse criticism of
other foreign powers, not interested in Emigration,
& not unwilling to charge us with
insincerity
in our profession of philanthropy.
Philanthropy
for the moment apart,
however, the question to be practically
