Joseph Avenol, Secretary-General of the League of Nations, has telegraphed to League Council members urging them to be prepared to attend a special Council meeting between July 25 and August 2, to consider the Italo-Abyssinian dispute which, at the moment, is threatening to involve both nations in a costly war.
The telegram very definitely stated that the League would consider steps to intervene and prevent any clash.
But Signor Mussolini pursues his plans for a military campaign unchecked. Writing to the Popolo d'Italia in connection with the dispute with Abyssinia, he declares:
