In the course of his speech, Mr. Lloyd George said he had been pressed for some time, especially by a considerable number of people who had been disillusioned by all the parties, to return to 'active political life. He had done so re-. luctantly, but he must go through with it.

Mr. Lloyd George then proceed- ed to denounce the growth of armaments, on which he said the world was now spending thousanda of millions sterling yearly, com- pared with £700,000,000 a decade' ago. He asserted that the Govern. mont had missed many chances, and declared that he had been told that Germany offered to abolish submarines, but that we were not prepared to accept the offer. “NEW DEAL" TURNED DOWN

Mr. Lloyd George's return to politics follows the announcement on June 16 that the special Com- mittee of the Cabinet which had heen examining his New Deal proposnis had, in fact, turned down the plans put forward by the former Libéral Prime Minister, after several conferences with the originator of the schomes.

The Committee decided to report to the Cabinet that Mr. Lloyd George's plans did not offer any advantage over those already con- templated by the Government for dealing with unemployment and other major problems.

It is understood that the Com- mittee, after full Investigation of the proposals, reached the con- clusion that they were too vague and speculative to be of any real value.
