In accordance with the recommendation made to them, a in order to facilitate this arrangement which is contemplated of pre-paying correspondence at the place of its origin to its destination, the Lords Commissioners have sanctioned the British sea-rates being fixed at the following amounts viz.
For Letters ... eight pence per own weight.
For Printed Paper Patterns ... tin pence per pound.
These rates are to be accounted for by the Indian P.O. only on the correspondence despatched to Java, and no charge is to be made for correspondence sent in the opposite direction.
By a subsequent letter Their Lordships have approved of the same rates being accounted for by the Hong Kong P.O. on correspondence despatched from Hong Kong to Batavia via Singapore.
Subject to these payments there is no objection to the Postmaster of Hong Kong entering into an arrangement directly with the Netherlands Post for a mutual free delivery of correspondence exchanged in closed mails between Hong Kong and Batavia.
