What sort of observations the S.G. hopes
to Expect from the G.P.O. is not quite clear, perhaps
it will be sufficient to tell the S.G. that
Mr. Tilley's letter of the 9th of February will be communicated to the local Govt at Hongkong who, Lord Carnarvon has little doubt will accept the
