REFERRED for the consideration of the Earl of Derby four despatch ev 166 of the 28th August last relative to the case of the Deserted seaman Victor Engelen, who landed at Hongkong from the French ship "Canadienne", with a report that he was asking his lordship to ascertain whether either the French, Belgian, or Italian Governments would be willing to defray the Expenses of the maintenance of the man in Hongkong and of his passage home by Mail steamer.
