Conft. of the 18th Inst., referring to the communications which, as the Duc Decazes informs you, have taken place between him and the Dept. of Marine & Colonies on the subject of the objections expressed by him in regard to the terms of the Treaty lately concluded between France & Annam, &c. I enclose Copy of a Memo. from the French Govt. in contemplation for your perusal, containing the reply which the French Govt. contemplates.
