With reference to my letter of the 4th instant and to previous correspondence respecting the Commercial Treaty lately concluded between France and Annam, I am directed by the Earl of Derby to transmit to you, before the Earl of Carnarvon, a copy of a despatch from Her Majesty's Ambassador at Paris, enclosing a copy of a Memorandum which had been placed in the hands of the French Secretary of State.
