be hazardous to
press the matter further
It is much to be regretted, however,
that the action of the French Govt
is diametrically
opposed
to the liberal principles by
which Foreign Policy in the East has hitherto been guided & from which such great benefits have resulted, not only
to the Countries
brought into contact with European Civilization, but to the
interests of all
mercantile nations,
