Washington, June 5.

President Roosevelt's announcement of a "stop gap" programme, proposing the extension of the National Recovery Act in a skeletonised form until next April, which virtually scraps all features of the N.R.A. designed to improve working conditions and establish fair trade practices, has caused much surprise in Washington and elsewhere.

It is the opinion of some observers that President.

Sir Samuel Hoare, who is strongly favoured as British Foreign Secretary in succession to Sir John Simon.

Some observers believe that Pre- sident Roosevelt desires to free in- dustry from the shackles of the codes in expectation that the result- ing disorganisation will build up a sentiment for constitutional amend meni.
