Tu a note dated the 23rd of last month. Lord Lytton communicated to Yr. the view taken by H. M. G. of the Commercial treaty between France and Annam the text of which you had been so good as to communicate to me. And Lord Lytton expressed, on behalf of H. M. G., the hope, that before it received ratification, it would be brought into greater harmony with the general spirit which has hitherto guided the great Powers in their Treaty negotiations with Chinese or Japanese States, and
