London, May 8.
The Prime Minister stated in the House of Commons to-day that there was no truth whatever in the statement that any change in the existing position in regard to Dominion responsibility and obligations for foreign policy was contemplated. The subject had not been mentioned at any of the dis- cussions with the Dominion Premiers now in progress,
in the course of which there had been a normal impart- ing of information especially regarding the interna- tional situation,
"The Government in the United Kingdom stands firmly by the principles governing the system of con- sultation in relation to treaty negotiations and the conduct of foreign affairs generally which have been agreed at successive Imperial Conferences," said the Premier.
Mr. MacDonald added: "These principles are well recognised and are in unquestioned operation. It is of the utmost importance, especially for public opinion in the Dominions, that there should be no mis- take whatever about the system in practice." Mr. MacDonald continued:- The clauses of the report of the proceedings of the 1930 Conference summarising thess principles aro as follows:
"Firstly, any, of His Majesty's Governments conducting negotin- tions should Inform the other Governments of His Majesty, in caso they should be interested, and give them an opportunity of ex- pressing their views if they think that their interests may be affected.
"Secondly, any of His Majesty's Governments, on receiving such! information, should, If it "destres to express any view, do so with reasonable promptitude.
"Thirdly, none of His Majesty' Governments can take any steps which might involve other Govern- ments in any active obligation |

London, May 8. The procedure in connection with the presentation in the House of Commons of the Address to the King in Westminster Hall to-morrow, was announced by the Speaker of the House when the motion had been adopted.
After sessional prayers; Mr. Speaker, with his mace, accompanied by the usual officers of the House, will lead the procession to Westminster Hall. His Majesty will arrive with the Queen. The House will be grouped behind the Speaker, in full force, to greet Their Majesties.
The Prime Minister, Mr. Ramsay. MacDonald, Mr. George Lansbury, the leader of the Opposition, Sir Herbert Samuel, the Chairman of the Ways and Means Committee, will be in the front rank of the procession. Mr. Stanley Baldwin, Mr. David Lloyd George, Sir Austin Chamberlain, these latter two as Senior Privy Councillors, will follow. Behind them the members of the House will fall into line.
