A feature of the reformed Provincial Government of Kwoi- chow under the headship of Mr. Wu Chung-hain, of Nanking's appointment, is the ruling that no oplam smoker is not qualified for Government service. This is a preliminary step toward a vigorous campaign for the elimination of oplum evil, which is meat deeply planted in the Province.
