On the 20th Ultimo, my Lords caused a letter to be addressed to your department enquiring in general terms what places in Her Majesty's Dominions abroad should, in Lord Carnarvon's opinion, be so declared unhealthy, but having regard to the delay which may recur before a general list of such places is drawn, I am to request that My Lords may now be furnished with his Lordship's opinion as to the expediency of including Hong Kong in any such list, in order that they may be enabled to deal with the case of Mr Mitchell.
