With reference to Mr Meade's letter to the Governor of Hong Kong of the 20th Ultimo relating to the superannuation of Mr Francis Williams Mitchell, Postmaster General of Hong Kong
I am directed by the Lords Commissioners of Her Majesty's Treasury to request that you will state to the Earl of Carnarvon, that before arriving at any decision in this case it is necessary that some decision should be arrived at on the question whether Hong-Kong should be declared an unhealthy place under the Superannuation Act, 1875 (38 & 39 Vic: Cap: 4).
