I do not know what action has been taken on the other letter. but with regard to Hongkong I think the answer should be that the Hongkong Pension minute frees officers, who have served over 10 years this in addition to the rate allowed under Imperial rules, & also allows them to retire at the age of 55; that these provisions were adopted in that Colony as well as in some other Colonies in the tropics on the assumption that service there was more arduous owing partly to effects of climate, than in England that in his Lordship's opinion many suffer fairly meet the necessities of the case
