The German Government has approached Great Britain with a programme for the proposed Anglo- German naval conference, and, in the meantime, Sir John Simon, the Foreign Secretary, has told the House of Commons that Germany has intimated that orders have been given for the construction of twelve 250-ton submarines and that the matter "is at present under consideration."”

A drop of 109,000 in Britain'a unemployment digures last month makes the total improvement sinče the end of January 277,000.
Not one of the principal in- dustries showed a decline, while substantial increases were record- ed in engineering, coal mining, building, textiles and ship-build- ing.

It is learned that Germany's plans for a naval building programme are based on global tonnage figures, and include submarines of a revolutionary design whichponsible by the British Government are capable of influencing the balance of sea power. They are understood to have a cruising radius of 6,000 miles and are capable of diving out of reach of depth bombe.
The German programme, too, includes the building of five battleships of between 25,000 and 30,000 tons each,
and sixteen cruisers of approximately 10,000 tons each. Captain Erwin Wasser, the Ger han naval attache, visited Admiral Sir Ernie Chatfield, First Sea Lord, recently, and submitted Germany's proposed conference agenda, it is stated, and it is therefore believed that the talks between the nations will be held in mid-May, despite Germany's announced decision of building a Navy, contrary to treaty restrictions.

Washington, April 29, Mr. Henry Morgenthau, Secretary of the Treasury, to-day announced that the conversations with the Mexican officials in connection with the silver situation were concluded. He added that they were mutually satisfactory, but refused to comment further.
At the same time, Mr. Morgenthau stated that there will be no announcement to-night regarding a possible increase in the Treasury's silver price..
The Treasury is carefully guarding its silver plans and has remained silent as the world price of the metal slumped to below the domestic price. Silver circles are hazarding numerous guesses as to further procedure, but there is not the slightest hint in official quarters regarding what will be done.
