The High Command of the United States Navy believes that the country's sea forces in their present state are incapable of carrying on an aggressive war with another world power, declared Admiral William Standley, Chief of Navy Operations, testifying before the House Appropriation Committee.
He added, however, that he believed the Navy was capable of repelling an attack upon the shores of America. Further, when the Navy had reached Treaty strength, towards which they were building, it would be as powerful as any afloat.
