Important decisions were reach- ed by the Board of Admirally recently in connection with tha recent Courta-martial at Ports- mouth following the collision be tween Hood and Renown during the naval manœuvres of tho Spanish coast on January 23.

Paris, With its
eye on the United States and Great Britain as the two most important prospective converts, the International Cham- ber of Commerce is continuing its campaign to have the metric sya- tem of measurement universally adopted:
A new report-la-being, prepared by the Chamber's committen on the pubject and will be taken up at the Congress in Paris next June. At a preliminary meeting of the Chamber in February the pros and cons of the adoption of the system by all countries were discussed and plans drawn up for discussion in June.
At present all countries on the American continents have adopted the metric system, Canada and Paraguay, and even in the United States the system has the Bame leyal status as the American one.
Elsewhere in the world, the British Empire in the only import- ant group of countries using any other type of measurement, while Lithuania is the only remaining country in Europe which has not adopted metres and kilograms ns its, units of measurement.
The International Chamber of Commerce is confident that the system, which was used by one- third of the world in 1875 and two- thirds at the close of the War, will
