WHITE HOUSE CONFERENCE
Washington, April, 10. America's policy of strict noutrality, aimed at keeping the United States out of entanglements and foreign wara, was discussed at a meeting of President Roosevelt and Mr. Cordell Hull, the Secretary of State, at the White House to- day.
It is understood that an extraordinary Cabinet meeting was called at No. 10 Downing Street to-day just. prior to the departure of the Prime Minister, Mr.the Ramsay MacDonald, and the Foreign Minister, Sir John Simon, for the international conference at Stresa.
It is believed that it was decided at the last minute to change the British programme for the Stresa talks, due to reports that France and the Soviet were about to enter into á virtual military alliance.
According to well-informed quar-
ters, President Roosevelt favours resolutions introduced by Senators Nye and Clark, of the Senate Munitions Committee.

Messrs. Handy and Harmon, bullion brokers, to- day quoted silver at 64% per ounce. A lively market developed with prices higher than the fixed official price being paid. At 1 p.m. 64 was bid and 64% offered.
On the Montreal Silver Exchange prices were 11% to 134 cents higher. Business amounted to 1,670,000 ounces, which is a new high record.
The advances in world silver prices prompted a conference of Treasury officials in Washington late to-day and there were indications that the price would be boosted over 64 cents. An official statement re- garding the immediate silver programme is expected. shortly.
Later, a new official price for domestic mined silver was fixed at 71 cents per ounce.
