Government of Hong Kong have under Consideration the expediency of rebuilding certain parts of the Praya, which was destroyed in 1864 by a Typhoon.

Accompanying drawings and Reports will fully inform you of the general character of Works projected, and I have to request that you will be good enough to favor the Crown Agents with your opinion as to the soundness of the principles upon which it is proposed to carry out, bearing in mind that the greatest economy consistent with the effectual accomplishment of the objects in view, should be observed.

You will observe that it is proposed to construct a wall of a permanent character, and that in other parts where it is possible further reclamations may be desirable, works of less enduring character are projected. Your attention is especially invited to these points, and it is possible you may be able to devise something equally efficient, yet still of less costly character. The locality affords an abundance of Granite, and if you require any information with regard to other materials, or upon other points, please let me know.
