portion of the work which would improve the property of the Imperial Government should be undertaken by the Colonial Government, unless the Naval and Military Authorities should be ready to assist in this portion of the work by contributing two-thirds of the estimated outlay.

In reply, I am to state for the information of Lord Camarvon that although the proposed works would no doubt provide some conveniences which are now wanting, My Lords scarcely regard a plan by which a public road will be interposed between the Naval Yard and the Sea as an improvement to the former.
