The section is however not sufficiently clear to enable me to advise His Excellency that the Court has power to suspend or cancel a certificate without his confirmation; I think therefore that the evidence and finding in all cases involving suspension or cancellation of a certificate should be submitted to the Governor, and that he may grant or withhold his confirmation as he thinks fit; I also think that the findings in other cases acquire no additional force by being submitted to the Governor and that it is unnecessary to do so, unless desired by His Excellency for his own information.
