I have now the honor to enclose a copy of the Attorney General's opinion from which it will be seen that in his opinion the confirmation of a Governor to Findings of Marine Courts of Enquiry is not necessary unless in cases of suspension or cancellation of Certificate,
and that in the latter cases it is a legal necessity is not clearly established
In giving Your Lordship this information it is not my intention to press for an immediate remedy to what appears to me to be an undesirable position for Marine Courts to hold, but I mention it as being the point upon which in my opinion it will be necessary to introduce some reform
